Preventing Flooding and Impacts on Water Quality...What Does Impervious Cover Have to do With It?

Reflecting on the recent, severe flooding that has plagued Rhode Island, now is the time to pay closer attention to the connection between impervious cover and increased flooding, aquatic habitat alteration and impacts to surface and groundwater. Having a clear understanding of this link allows us to implement better site design and planning practices to more effectively reduce impervious cover and protect our environment and well-being.
RI DEM and the Narragansett Bay Research Reserve have recently completed a report entitled The Need to Reduce Impervious Cover to Prevent Flooding and Protect Habitat and Water Quality. This report describes the hydrological, physical, biological and chemical changes that occur as our forests and farms are converted to development.
This presentation is an excellent introduction to a training to be offered in the fall of 2010 (specific date TBD) on the new Rhode Island Community LID Guidance Manual (DEM 2010). The purpose of the Manual is to provide communities with the specific guidance they need to revise their applicable land use regulations to avoid and minimize the impacts of polluted runoff and to effectively comply with the revised RI Stormwater Manual's Minimum Standard 1: LID Site Planning and Design Strategies.
